MiUI x 4G Band B28 (700Mhz)

Does Xiaomi.eu or any other custom ROM add the 4G B28 (700Mhz) band ?
Is it a ROM or hardware issue?

I would like to buy the K20 Pro but it doesn't have the B28.
It is necessary in my country to get 4g+/4.5g/LTE-A/LTE-Pro.
They all need multiple frequencies and carrier aggregation.

It is generally a hardware issue.

No rom can "add" or "turn on" a band that is not implemented in hardware.
