Not Full Charge

I have defy. and miui 22/2/10
when i plug my phone to charge . after 91% show (full).
and start at 99%.

Battery charging depends a lot on the kernel. Are you running a different or stock kernel?

Also when was the last time you did a battery stats wipe?

Before you wipe battery you must drain your battery to 0%, recharge to 100% then boot into Recovery, go to "Advance" then "Wipe Battery Stats".
