Phone App Space

I have a Xiaomi Mi2 with MIUI-3.8.9 and I would like to ask a question that I have.

Is there a way to change the space for apps in the rom? I still have space on my phone storage partition but my apps/system partition doe not have space.
So is there a way to re-size the partitions?

Install our latest multilang Rom which is about 30MB smaller for /system than yours. But why you need /system/app space? You can't install apps there so why?

Because the phone is teling mei donot havespace to install aps. Andon the storage it still have lots of space...
