im downloading the update using updater app built in, the problem is its always not responding and when its near to finish it stop and downloading again

Do a manual install, the updater app is just an helper, you don't need it to upgrade.

"How to manually update the MIUI eu"

1) Download the Recovery ZIP image for your device model to the internal storage
2) Settings \ My Device \ 13 MIUI version (Icon) \ Updater Menu - Top at Right (...) \ Choose update package \ Select the downloaded file from Step 1, <ok>, <ok>, <ok>, <Yes> then Reboot to Recovery
3) TWRP Splash Screen \ Insert PIN
4) Install \ Select the downloaded file from Step 1 <slide bar to the right>
5) Reboot \ System

DONE!
