I think it up to your phone / rom-image. The rom does not accept changes on "/system"

Instead of "root explorer" use a magisk module or the "file explorer" from twrp or use "Wifi ADB" and connect from PC.

There are some "adb-commands" as "disable-verity" or "remount" but I would not do it.

Remember: Changes on the system files can lead to an unstable system !
