Region setting is not supported on Xiaomi.eu ROMs. You have no reason to touch that setting.
As for Themes app: Settings -> Manage apps -> Themes -> Uninstall updates.
Don't update any system app manually.

I just told you, Settings -> Manage apps -> Themes -> Uninstall updates.
Themes will work again.
