Have you faced this error in Google play when you want to download an app?

Any workaround to still install the app?

There are youtube instructions on how to install google framework on MI3.
However, if you have latest ROM from xiaomi, google play will not run after installation.
In order to get it running, install ROM miuiandroid_multi_cancro_4.4.27_jb-4.3.zip from this site, google is automatically added.

Am already on MIUI 4.3.28 version - which I had downloaded from this site. Do you suggest that I upgrade to 4.4.27 to make it work?

Well, that is what I did yesterday and then it started to work.
Only issue left is voice distortion from my bluetooth headset.
