Me too. I had a Xiaomi 13 Pro, unlocked without problems. Then I sent it to warranty assistance because it had gps/location issues. They sent me a new Xiaomi 13 Pro. I tried to unlock it in the same mode as previous Xiaomi 13 pro. Mi unlock tool says:
This device is not activated, please activate it and try to unlock it again
I tried to do hard reset, create a new Xiaomi account with different mail and phone number, waited 72 hours but nothing changed.
Did you solve this problem in some way or the only possibility is unlocking bootloader trough paid unofficial services?
