Updating to TWRP A13. TWRP can't decrypt, then fastboot loop after reboot

Im on POCO F3, MIUI 12 and TWRP official 3.6.0-11 installed. I intend to install MIUI 13 stable. I'm trying to update TWRP from official 3.6.0-11 to TWRP 3.6.2-12. TWRP installs and starts correctly, but when I enter my correct pin code, TWRP says (wrong password) and cant decrypt data. And after reboot the phone goes to fastboot loop. I reflashed 3.6.0 for now. I tried to update TWRP using (install recovery ramdisk) through 3.6.0 recovery, and via fastboot (then flash current TWRP) but it's the same result. Any idea what's the problem?

OK. Install Stable fastboot ROM first and then update to recovery ROM.

I try to avoid long fastboot file transfers. I rather install from internal storage or OTG.
Can I flash MIUI 13 recovery rom via TWRP 3.6.0-11 ?
