USB debugging (Security settings) without internet (and Mi Account)?

I just ran out of the options. I even turned off MIUI optimization and still cannot do it without network connectivity (and subsequently w/out Mi Account). How to bypass this? I really don't want to rely on MI Account servers when I want to adb debug my phone, install apps over USB and so forth...

Are you using a custom ROM from xiaomi.eu?
If not, go to the official Xiaomi website.
