New Vibration is only working when the phone is charging

Hello,

I have Redmi Note 7 with the latest xiaomu.eu 11 stable ROM installed and I am facing a strange problem.
The phone completely refuses to vibrate, even though I went through the settings and made sure all vibration settings were turned on.
I also made sure all battery saving modes and DND were turned off as well.
Nothing.
But the strange thing is, that when I plug the phone into the charger (or into my computer via USB cable) the vibration instantly starts working without any problems at all. Until I disconnect the cable, after which it immediately completely stops working again until I plug it back in.
I also tried to wipe the cache and dalvik cache in recovery to see if it helps, but no such luck.

Any idea on how to solve this issue? Perhaps some adb command I can execute to force the phone to enable vibration? I have the magisk root enabled if it helps.

I managed to solve it.
Turns out that even though the miui was showing the battery saver as disabled, part of it was still somehow enabled so i used tasker to disable it completely and it works fine.
