Why Are There No Xiaomi.eu Fastboot Roms?

Hi! Just wanted to ask the question. I have my own shop where I resell the devices that I buy.
Those devices are usually Xiaomi products, and mostly phones.
So I was wondering, since I have to go through the time spending process of :

1) Unlocking the bootloader (waiting 72h in some cases)
2) Flashing the TWRP
3) Flashing the ROM itself

why isn't there just a Fastboot ROM so I can use my deep flash cable to flash it without unlocking bootloader so that the buyer can decide if he wants the bootloader unlocked or not?

P.S. Steps are easy as hell, but time consuming, especially step 1.

1.Existing fastboot rom xiaomi.eu for mi5.
2. In new phones with qualcomm xiaomi phones edl is blocked and deep flash cable dont work.
3. Mtk and example mi5c dont have edl mode.
4. To flash via miflash you must unlock btl and flash on fastboot mode.
5. Xiaomi.eu is not official miui, its very good custom. Must wait 72 hours and unlock bootloader.
