Xiaomi Mi-1s - V5 of Miui ?

I recently received a Mi-1s just a couple days ago. When I manually flashed the latest build, it states 4.1.2 And that it is V5 of Miui. Yet on other devices for the weekly build for GAPPS it states 4.2+ V5 Miui devices. Is Miui V5 4.1.2 and 4.2? If so how come the Mi-1S is not 4.2 as well?

Side note question as well. Whenever I attempt to OTA for the weekly build it states I have the latest version even if I dont.... can anyone tell me why? I have to manually copy and flash the latest ROM.

Your question is odd... Because MIUI v5 is from 4.1.1 (MI-2s) up to Android 4.2.2 (Galaxy Nexus). This depends on device sources and capabilities. MI-1 will never get 4.2 because its too heavy for it. MI-1 is crippled because of small system partition. Also no one is developing newer android for such old device when we have MI-2 and future MI-3.
