Do you always wipe dalvic&cache after your installation? Only way I can figure out your gapps failing is that you dont wipe after installing new 7.9.21, but boot to system without wiping. Remember dalvic and cache doesnt wipe your messages etc.

Thats is why you ALWAYS! Make full backup of you phone before you install anything new! After that risks are pretty nominal as you can always revert back to where you were.
