I freezed it, not removed it (so I don't know if you remove it what will happen) but freezing it is safe.

yes me too i freeze it (change the .apk to .apkk with root explorer) and i think the phone is ok for now
also i check it via removing my mi account and enable it again without problem (always i have disabled the sync with mi cloud),
but what exactly do this app?

There's another apk called "Xiaomi Service Framework Keeper" (com.xiaomi.xmsfkeeper).
Did you freeze it as well?

Hi, I've wiped everything and tried to reboot to recovery and now I'm stuck on Fastboot, I don't think USB debugging is on, but phones picked up on command prompt window. can't flash with mi flash tool, it's given error please help

That's normal because no TWRP allow to encrypt. You have to encrypt manually with fencrypt.zip or hand modify Fstab.qcom file...
Have a search here they are lot of about.

You must mount vendor in twrp before flashing it!
