Try reflashing the ROM, but this time, doing wipesFacebook app also crashed. Biggest issue remains with web browser - if it stops responding no possibility to load anything untill all apps are force- killed.

You mean the official 8.6? I Came from official (Stock Rom) 8.??? Then unlocked the bootloader, installed twrp via fastboot, whiped all Data except from SD Card and installed this version. So you think it is necessary to be on a special version before Update (although all Data should be whiped?)No probems here, but before install de 7.10.12 i wipe data and Caches.
I come from miui 8.6 and is recommended for miui 9 install...

I have tested a lot of beta Roms. How do you calibrate the battery?Is a beta ROM.
If you want to try it, I only found one bug: battery consumption is higher than miui8.

Finally it worksGot a problem with OTA update on mi5...when trying to download the zip file, got the error message on the screenshot belong. Have the 7.9.21 version.

For Xiaomi.eu rom use twrp not fastboot mode. it's the only difference... the rest is the same reasoning, for Stable or Dev rom.
Miui 9 is a major update.
