TWRP from this MIUI.EU site for Redmi 2 (wt86047 / 2014813) is wt86047-TWRP3.0.0-1_LP.zip. What is the right windows command to install this TWRP with fastboot method? fastboot flash recovery.............???? Cannot find twrp.img in this zip.

That's because the twrp.img is in the adb file. just run the "Flash-TWRP.bat" if you don't understand the commands.
PS: fastboot flash recovery twrp.img is to flash it forever; but you can also flash ti to use it one time, and keep the original one with: "fastboot boot twrp.img"

But what must I do to run "flash-TWRP.bat"?

Yes you can solve the problem => replace eMMC or whole mainboard if you haven't an IRDA station at home for unsolder eMMC

The problem is simple, Xiaomi put crap eMMC who last about 1 year on Redmi 2 - 2014813. It's why Xiaomi replace mainboard in China for free. All other customers are just ignored. The only way for use the phone without change mainboard/eMMC is boot to SDCard but you should have a computer for boot because no BIOS or way to boot directly on SDCard.
It's why you should buy a Librem 5 a phone who give you the full control of your phone !

For explanation about this problem, you can transfer/write files because go to RAM but the eMMC is in "safe mode" read only why you can't write anything on your phone or change any partition.
