you are not allowed to flash this rom because your phone is region locked. you must stay with the provided rom. (MI/EA/RU).

no, if you unlock the bootloader. But this is for locked one.

So, if you have bootloader unlocked you can flash any rom you want via twrp.
Just follow instructions given first page here.
