if you dont want german language as example .... there are different parameters in "/system/build.prop"

ro.com.android.dateformat=MM-dd-yyyy Default date format
ro.product.locale.language=
ro.product.locale.region=

Perhaps you can use them. A good documentation of the parameters can be found here ...
