I cannot come to this conclusion as SIM2 slot was working fine!! Also in the first post the zip file for flashing modem is: modem version: Global_OS1.0.15.0.UNRMIXM and this was not working for Sim1 Slot

I have looked around and can't find the hos 2 full rom for garnet though in the typical repositories. Where can it be found?
And can I use fastboot flash modem then?

Yes, you can use a script to replace the file or replace the modem.img file in the ROM package
