Folders - What does "sort by default" do?

I thought the option for folders to "sort by default" kept the items in whatever order you originally put them in, but this apparently isn't the case (the order in my folder keeps on changing back to some strange order I don't like).

Is there any way to make it so it keeps the items in the order you originally placed them?
