Hi I had exactly the same problem as you and I'll explain the procedure to follow, first is what your bootloader is to unlock?
If so, I hope you know how to use ADB / Fastboot!
So you have to download the latest TWRP as well as Disable-DM-verityFECv1.1 and your rom
You start your smartphone by pressing power and down
You put it in fastboot mode, then you connect it to your PC
You run the 2 fastboot commands to install the TWRP
fastboot flash recovery name_twrp.img
fastboot boot name_of_twrp.img
Ok your smartphone starts on the TWRP and you transfer the beta 9.1 beta
In the recovery you go in WIPE and you do FORMAT DATA
Then you flash Disable-DM and then you flash your rom and normally you will not have a bootloop!

How I fixed lost TWRP on my MI 8 Se
Flashed TWRP 323.1227
Didn't used fastboot boot TWRP.img but turned off the phone and reboot to recovery.
Then installed latest xiaomi.eu ROM from TWRP.
No need for for Mi flash tool nor Chinese Rom. Remember to enable developer mode, USB debugging and OEM unlock.

Currently I have Mi8SE with 8.12.20 and twrp LRTeam 1102
I don't want the data to be lost. But I heard twrp 1227 is required for current/latest xiaomi.eu rom.
Anybody knows if installing 1227 twrp works from current twrp?
(I mean:
download 1227 on phone memory,
run twrp 1102,
select install 1227
and select recovery partition
- without using personal computer)
And after this installing latest miui should work ?
I tested method above, from twrp 1102 i selected install image with 1227, selected recovery partition. power off,
system starts ok as before,
but recovery (twrp) is not loading, stuck on MI logo

Latest is!:
fastboot boot "recovery name.img"
You must symplify your file name in order to avoid mistake typing it. eg: 1227.img or twrp1227.img
Is there any simply way to update TWRP.Same problem with me Crash95

- Download TWRP 1227 and let it in the phone sdcard memory.
-Flash 9.1.3 rom with installed 1102 TWRP.
- DO NOT BOOT the rom in system and install TWRP 1217 or 1227 from recovery (install image step)
Then you can reboot system and success!
For any other, like me, no Twrp no boot means return to official rom through MIFlash....
And restart the process:
-flash TWRP 1102 and so on.
- Download TWRP 1227 and let it in the phone sdcard memory.
-Flash 9.1.3 rom with installed 1102 TWRP.
- DO NOT BOOT the rom in system and install TWRP 1217 or 1227 from recovery (install image step)
Then you can reboot system and success!

I flash China Stable via MiFlash (bootloop) and after i flash TWRP 1217 and i install 9.1.3 => OK
i go to fastboot and flash TWRP1227, i reboot
> Same error.
- I dont have TWRP 1102 for information.
- I test to flash 1227 twrp directly on twrp 1117 ? but same error !

Bootloop? what do you want to say?
Anyway if 1217 is doing the job stay with it. I am in this configuration now.
I am not confident with 1227 because it booted not very well during my previous tests.
But now everything is OK I encrypted the rom and flashed Masik 16.4.
I will wait for more details/understanding on the matter.
Can you say me step by step how you install twrp, rom and magisk ? and need dm verify package ?

-FIRST flash MIflash rom.
then after 1217 twrp install.
. i did format data to be secure ( no need DM verify pack)and I flashed 9.1.3 rom as you did.
At the end Masik 16.4.
(If you need encryptation you have to modify Fstab by hand before installing Masik.)
now is ok, i done :
- flash with miflash the last china stable
- flash 1217 in fastboot
- flash old rom xiaomi.eu 8.12.20
- reboot with succes
but i think, i cant update with newer rom
