I dont see the number but the update date is Jan 18, 2019 | 02:18PM.
this because you are not booting the right twrp.Hi,
i have my MI 8 SE unlocked.
On the Phone is the newest China Stable. I flashed the newest TWRP with fastboot. But when i reboot the phone with
fastboot boot twrp.img
the command line says rebooting ok, but the screen of the phone is still black.
When i reboot the phone with Power and Volume up the phone stays at the MI Logo.
When i reboot to system and then power off and start the phone with power and volume up the phone boots into the original recovery.
Can you help me?

China stable is to comply with 1102 twrp or may be 1217. Try boot them without flashing them (same instruction!)
Twrp Change is to be applied after 8.12.20 rom.
steps are to install eu rom latest with 1102 or 1217. don't boot the rom in system!!!!!TWRP 1102 works. But when i manuelly reboot the original Recovery is booted.
How is the next step?
Install TWRP 1102 and then the new xiaomi.eu ROM and update TWRP or install TWRP 1102 and update it and then installing the new xiaomi.eu ROM?
Done. But Bootloop. Phone stays at MI Logo.steps are to install eu rom latest with 1102 or 1217. don't boot the rom in system!!!!!
return recovery and flash 1227 twrp. reboot rom system.
that's all until next modification.....

My suggestion is to start from fresh basis with a fastboot( tgz )official rom via MIflash and the twrp 1102 and the new 9.1.17 eu as done before.
Sorry I forgot to add the link where to download the stuff.Needs MIflash the packed file or have i unpack the tgz file?
Sure you should upack the tgz file as well as the TAR.Sorry I forgot to add the link where to download the stuff.

Ok. When i have installed TWRP 1102 and flashed xiaomi.eu ROM, should i update TWRP by TWRP or by Fastboot?Sure you should upack the tgz file as well as the TAR.
simplest: you place TWRP.img file somewhere in your phone memory and when you finish rom flashing you install twrp image in one draw. no need to go in fastboot.Ok. When i have installed TWRP 1102 and flashed xiaomi.eu ROM, should i update TWRP by TWRP or by Fastboot?

Good idea. Maybe it was important. How about formatting data prior flashing the Rom? (Not just factory reset) ?

I wake upGood idea. Maybe it was important.
Xiaomi.eu 9.1.17 Developer ROM is on my Phone.
My Solution after one day:
Flash with Miflash the latest China Stable
Then install xiaomi.eu Rom with the Tuturial from Tradingshezhen.
Use Google to find it. Search for Xiaomi Mi8 SE Tuturial. The Link to this is here not allowed.
Then install TWRP 1227 via Fastboot and do not boot into the Recovery. That do not work. I think this is a problem from TWRP 1227.
Boot the System.
Go to Updater App and Boot from the Updater App to Recovery. That works.
Then Format Data.
Reboot to Recovery again from TWRP.
Copy the newest xiaomi.eu Developer ROM to the Device.
Install the Rom in TWRP.
Reboot to System.
