Mi 9. ROM 21.5.12 beta. Widevine L3.

If it helps I got back the widevine L1 by installing the latest beta (21.6.2).
Netflix is recognized with L1 certificate while Prime Video remains in SD quality, so I tried using a magisk module to change the model name to Mi 10 and I got HDR10 on Netflix and maximum quality (2,35GB/h) on Prime Video.

which magisk module did you use?

@Poney70 is right. I got back Widevine L1 by flashing 21.6.30 (latest at that time). Then I enabled fingerprint, go to fingerprint payments and downloaded the certificate for Widevine (L1). I lost Widevine previously because I flashed persist.img as none of my sensors were working.
After I got Widevine L1 back, I then flashed back to stock but I made sure the script did no include flashing over the persist partition. So now even in stock firmware, Widevine is still L1 and I am able to playback Netflix in HD. I also relocked the bootloader.
