New Mi Pad 4 Plus Sim Activation Issue

Hi Their,
can't find A solution.

Tried different Sims all can't bei activate.
Also Unlock is Not possible to Install Xiaomi.eu ROM as it's insisting for a Sim... And so Unlock can't be done.

Does somone have an Idea.

Looks like the device is/was connected with xiaomi account, simply insert sim you already activated.

Device ist not bound to Any Account, IT worked with MIUI 9, but now with 10 noticed that issue. Strange is that it shows the carrier If WLAN is active and also shows signal but sim activation service does not work totally strange
