New No TTS support (Samsung i9505 on 3.12.20 and below)

There's no Text-to-Speech configuration settings in the Language and Input menu and the whole TTS support seems to be missing from the ROM as I couldn't manage to install and make it work a third-party TTS engine (SVOX) I used to have on SGS2 (i9100) for Russian language.
