Same Problem with Redmi Note3 SE (Kate) @6.12.8
All Hardware buttons couldn't be assigned to let Google-Now open. I'm using NovaLauncher.

The solution is:
1. Goto settings
2. Open All Apps settings
3. At "All Apps" Settings open the gear symbol at the botton of the screen
4. choose last menu "Assistant & Language settings"
5. Click on Assistentapp gear symbol
6. Enable OK Google, Download your primary Language File
7. After that your long press "Google-Now" configured hardware button should work !
