Does Xiaomi.EU ROM for 9t and 9pro replace the stock recovery from xiaomi ?

What recovery will I be having after flashing Xiaomi.eu fastboot ROM?

Is the recovery capable to wiping cache and dalvik ?

1) NO but you have to replace it by a custom recovery called TWRP
2)Xiaomi EU "fastboot" rom keep stock recovery
3) custom recovery '(twrp) you have to install to flash newer EU stable rom '(after 11.05 release) is made for doing all necessary wipe and needed operations.

Conclusion: Install latest TWRP and flash latest EU rom 11.09 available at download page.

For my hardware there is no TWRP and the ROM is for use with fastboot and not recovery.

if have new miui.eu ota update and no twrp the update flash from stock recovery or not
Of course, the OTA update does not work without TWRP recovery. I've written it here several times, forget about Fastboot ROM versions. It is normal to use Recovery version of MIUI.EU ROM.
