New Two Bugs, Wrong Time In Sydney Timezone, And Wrong 'set Monthly Limit'

Hi guys,

mi2s, latest build of miui6-eu

1. When selecting Sydney's timezone - there will be wrong time (shows 1 hour more) in top shade, top bar, visual clock in clock app, and in all widget clocks that are larger than 1x2. Correct time appears only on lock-screen, text clock in clock app, and in small clock widget 1x2. See attached screenshot proof.
Bug reproduces either for manually set timezone and for automatically set time and timezone.

2. Constantly appears 'Set monthly limit' notification, despite the fact that this option is absent. When clicking on notification, 'data usage' view just blinks for a second.

I also get the problem #2.

I've set a monthly data limit, but it appears all the time anyway.

The #2 also gives "com.android.systemui" error in some devices after 5.2.27 update.
