Unable to unlock bootloader

I'm helping a friend with a chinese rom from redmi note 13 pro+ but when i was going to enable in Mi Unlock Status i have a error and i cannot figured out how to fix it where says "The system is being upgraded. please try again later". how do i fix?

- If you have a Chinese version of the device, you will not unlock the bootloader. You need to search for a paid service.
