Flash MiFlash Chinese firmware (fastboot version), re-install TWRP, make format data, and flash .EU
In the process of initial configuration, do not tie accounts
When you meet the error, you can turn airplane mode on via power button menu, then retry the initial setting.

After the setting completes, turn airplane mode off.

I succeeded by this way.
 
Yeah, also interested if someone tested twrp for "grus"? Better take the one from MI9?
 
Its easy.
Unlock bootloader
Install twrp via adb
Boot twrp Flash data(you need this step because you will got encrypted internal memory)
Reboot twrp Past to internal memory xiaomi.eu rom (with mi9 in twrp and usb pluged)
Twrp > install > rom Clear cache and dalvik
Reboot system Configurate everything
Install magisk manager apk and download last zip
Reboot to twrp Install magisk zip file
Reboot system And its done custom rom and rooted.

*very importante notes*
If you feel battery draining install rom again

Everytime you update rom, install rom >Clear cache and dalvik >Reboot system and then Reboot to twrp and root again... You may got bootloop if you install rom and root at the sametime without Reboot between installations.

For me works.

I have a problem with Mi 9 SE:
-I have unlocked bootloader
-using twrp 3.3.0-0421 I formatted data, reboot TWRP
-installed latest MIUI 9.4.25, configured ROM PIN with fingerprint
-reboot to TWRP to install magisk, and here TWRP ask me for data partition mount password?

Why I have still encrypted data If I did format data in TWRP?

Just type in your lockscreen password or miui pin, not quite sure which one
 
but stil didn't get answer for my question - is any way to turn off encryption ?
