I installed it on my Mi4c. Seems OK, but the left swipe panel is missing.

I've installed latest stable (9.1) - all is working fine. Even more! at last android auto is working correctly (I had nasty "unlock your phone to use voice commands in android auto" problem in the MIUI8.5)

Can provide you with my screen on time if you tell me how to measure it. Subjectively it feels the same to me

DEV ROM is a development release. They appear every week (on Fridays). They may have errors. They contain new features, new improvements.
STABLE ROMs are rarely used (sometimes months, sometimes two). They do not have so many new features or new improvements. Theories should be more stable, error-free.
Mostly Stable ROM is based on an earlier version of Dev ROM (which allowed it to be called Stable ROM)

unofficial UBL and using TWRP 3.1.1 that support dual bootloader.

is it safe to flash via TWRP? is that lock my bootloader again?

Xiaomi.eu rom never lock bootloader.

Clean install. From twrp wipe all without internal storage. Install ROM, wipe dalvik&cache and than reboot to system.

sooo i have installed xiaomi.eu miui 9 stable too and its terrible. before that i was on miui 9 weekly and i had 2.5h of sot. now its more like 1h sot. The drain is strong in this one...

I dont have that problem. Try reflash rom and restart after system up. Or try clean install.

I use 8.2 stable and my sot is 2.5h.
