Actually, it was exactly the case for me in Miui13. Saver changed duration to 30s always.I found the reason. When I activate the battery saver it turns to 30 seconds. This was not the case in Miui 13

You need to install patched boot image via fastboot if you want Magisk..I installed TWRP on Xiaomi 12x but I don't see the system folder in TWRP to install magisk

There's a lot of misinformation going around regarding your questions above. There is TWRP available for your phone (Xiaomi 12X, right?) and you can install Magisk through it.
