Installed last stable. Clean installation.

If you go from 6.4.21 to 6.4.28, than it is better to wipe cache and dalvik, but not necessary. No need to wipe date.

If you would go from 6.4.28 to 6.4.21, than you would have to wipe cache, dalvik and data.

I did not any wipe, coming from 6.4.21 and everything was ok.

1) Update for Redmi Note 3 Qualcomm delayed due to temporary fix.

There is a Settings bug on hermes, starting with 6.4.21. and it remains on 6.4.28.:
when I enter Additional settings: it closes by it self:
on screens You can see it.
Installed via TWRP with cache/dalvik wipe after installation.
