Why is Miui9.1?

When the stable is released, dev version received one number up. For instance: Miui stable 8 is released, dev version receives number 8.1. When stable 8.1 is released, dev version receives number 8.2,..... That way you know which changes are in dev and stable version.
Maybe ingbrzy, graw2 or any other MIUI expert can explain it better.
