Try clear all data for Scanner app then try the Scanner app again.

If it stll crashing then try clear all data for Scanner app again and install MIUI scanner app from :

Because they only seem to disappear in a specific situation:
1) While your device is locked, receive an e-mail (first notification). Don't touch the phone, don't unlock it.
2) When the screen turned off (and you see the led pulsing), receive another e-mail,
The screen will turn on, the notification will be gone from statusbar and lockscreen.

Sir but:
In my phone (Mi5c China Developer Miui 9 rom 8.1.18 Android 7.1.2 and without twrp and root etc) work all property. 1 message ok(show normal in status bar, home screen and lock screen), 2 mesagge ok(not desapire(show normal in status bar, home screen and lock screen)), 3 message ok(show normal in status bar, home screen and lock screen).
Led notification,vibrations and sound work property on home and lock screen from Whatsapp, GG, Wechat,QQ,QQi,Gmail, Messenger. More apps i dont use example Telegram etc.

Well then, if your phone is rooted, you can delete the charging sound file (there are two of them, named charging.ogg and disconnect.ogg).

These files are inside '/system/priv-app/MiuiSystemUI/MiuiSystemUI.apk', under the 'res/raw' folder, you can use Apk Editor (download from play store) to edit apk file, rename these files to something like 'charging.ogg.old', make sure you backup the original file and make sure the file permission stay the same after you edit the file.

Well, if 10.0.8 is not working, there is no reason to keep using it, right? New version doesn't always better..

Clear all data for scanner app, uninstall it, then install that version.

Well, you need app like Titanium backup (root is needed) to uninstall scanner app, but 1st just try install that 10.0.7 version after clear all data.

Mi 6 with latest update 8.1.18 noticed following problems :
1. Torch on the lockscreen doesn't work;
2. Fast charge is enabled only if I reboot with the charger plugged in.
Thank you all for your hard work ! Keep it up mates.

L.E. 3rd thing : sometimes whatsapp notificarions do not appear at all
