I have the same big battery draining with 8.8.30 on my Redmi Note 4X

Replace the mms.apk from 8.8.30 apk solve the sms app problem.

Actually root not needed. You can replace files via TWRP and assign required permissions

Actually I am on global stable miui rom 9.6.4.0 (OEIMIFD)

I want to use this rom, is this safe or I will brick my phone doing this?
