i updated to latest weekly [ 9.12.5 ] still getting "5GHz band not available in this country" error

Igor proposed a patch, post 55 here:

doesn't work for me , but test it.
It's works one time and if you turn back to 2.4Ghz band, no return. Excepted I you reboot the phone.

flashed it and it doesnt work, it basically changes region in build.prop file in system
i did it manually too and it doesn't work either
