Did you turn this option on (there's a different option for double tap to sleep on lock screen)? And the function only works with stock launcher.

My setting,
still i cant put my phone sleep with double tap when phone is unlocked. It is working well with blocked phone - when i only need to check time etc
(I double tap to wake up phone and i can duble tap to sleep phone)
