Cannot apply a Video Wallpaper on Multiple Devices

A person in a telegram chat was reporting that he couldn't apply a Video Wallpaper which was extracted from S21 and he was claiming that it was a stunt by xiaomi so that we cannot apply stock wallpapers from other OEM but I said this couldn't be the case as MIUI developers won't waste their time in implementing something like this in their code so I did into it a little bit first of all I checked it for myself and I wasn't able to apply the wallpaper but I was curious to because the file size was only 12 MB and this shouldn't be a problem also the device that other person was using was Mi 9T Pro and I was using a Redmi Note 7

So I started taking logs and I founded out that this was a issue:

video size is invalid! can not set video wallpaper!

But still this is a major bummer that we cannot apply a video wallpaper with a size of just 12 MB

UPDATE : I FACED SOMETHING VERY STRANGE AS WHEN I EDIT THE SAME VIDEO WALLPAPER OF SIZE 12 MB AND REDUCE THE LENGTH FROM 10 SECONDS TO 9 SECONDS THE SIZE INCREASES TO 64.9 MB
