How Are Xiaomi.eu Roms Made?

You'll have to excuse me if this is answered somewhere else, but I've googled and searched the forum and am not sure I've found a clear explanation.

As a software developer, I'm interested in a rom I can build myself. Is this rom built from source code somewhere? Or is it somehow a stripped down version of the official rom releases?

based on miui.com ROMs by reverse engineering tools...

They recompile apk and other stuff to include multi language features and remove some apps. So yeah its basically reverse engineering, not source builds as xiaomi only provides kernel sources (some of them even incomplete).
