Try to clear "All app data", in phone's settings, for the Camera app.

I do it but i have the same problem,is not a problem of camera app because i cannot download to browser too.i only use memory for download play store app,please help me

Try to disable "Dual apps" feature:

Go in phone's settings => "Apps" => "Dual apps" => Click the settings icon in the top right corner -> "Delete dual apps' accounts"

Your device will automatically reboot then check if issues are fixed or not.

I haven't settings in app clonate,can be a problem i twrp? I have already reinstall rom and clean cache and dalvik
