Hi! At the moment, due to this type of error, you can't unlock the bootloader from this (your) account. But you can create a new one (even with the current phone number), wait 30 days and repeat the procedure.

Also you can try link WhatsApp on your phone, sometimes confirmation sms is sent to WhatsApp

Unfortunetly I have same issue. Today I received my Xiaomi 15 Global and when I try to request for aprove via community app I receive information "quota limit reached"

I even tried exactly around 1min after midnight china time. :/

If you have a Chinese model, you're paid. This has been said many times on any forum, not just this one. If you have a Chinese model, you have to pay to unlock it.Or you live in China, have a level 5 Mi Community account, and are taking a Mandarin exam... And more things. Right now they don't even unlock it for you by paying and it's not even cheap when there's a gap in the server it costs a lot of money.
