My Mi 11 is locked and stuck at fastboot, was trying to flash to global rom.
if i restarted too showing mi logo and then again fastboot.
tried from miflash showing "cannot erase device is locked."

use MiUnlock to unlock bootloader again..

I tried but i am not able to because developer mode is not enable. so i am stuck right now
is there any other to unlock it.

Device was already unlocked i was trying to lock it again unfortunately i hadn't review about developer mode and done the flashing.
flashing got successful but with wrong ROM so device was not starting and now it stuck in fastBoot mode.
Not able to unlock or flash proper ROM.

Is there anyway my device will be started properly ?

Can you get in to the recovery mode ? If you can, go to the recovery. In recovery mode reboot to the recovery, and after that reboot to the system.
