English IL (en-IL) locale WON'T change the language to Chinese but it won't set the calendar to start on Sunday either.
Hebrew IL (iw-IL) locale will set Sunday as FDOW in calendar but half of the language will be Chinese.

Workaround: Use Business Calendar from Market, it'll let you choose Sunday as FDOF no matter on which locale you are.
