Notifications problem on Mi 10T

So, I've fixed (after a long long time being with a broken display) mi old Mi 10T, and I did a factory reset and fully updated it, and gave it to my mom. Problem is, she's not getting any notifications for Whatsapp.
OS version is latest stock MIUI 14 global (I can check specific version if needed, don't have the phone with me right now but doesn't take much to get to where it is).
Things I've already tried:
- Checking all notifications are turned on, vibration on, led on, on Whatsapp settings
- Giving Whatsapp app every single permission that it asks for
- Setting the app to autostart background
- Setting the battery mode of the phone to performance
- Setting the app battery saving setting to Unrestricted
- Turning off MIUI Optimization in dev tools
- Rebooting the phone
- Changing the theme of the phone to classic
- Setting notifications to AOSP style
- Changing the Control Center to Classic/AOSP style
- Disabling wallpaper carousel
- Setting the phone to full sound (ie. no "silence" / "vibration only" mode)

Weirdest thing is, that if I call her, via whatsapp calls, she gets the "call incoming!" notification, until I hang up. Then the notification disappears. Sent messages are marked as 'received' too, so it's not the app that's sleeping. And this happens 100% of the time, only exception, if she's already on whatsapp (like, using it, chatting with someone, and the someone else sends a message), that's the only moment where she'll see whatsapp notifications.

SMS notifications, or pretty much any other app work as expected.

Anyone has any idea what's going on? It's driving me insane...
