Try reinstalling the ROM. try clean installing this time. and change the recording file format to wave and set the recording quality to high.
ROM is after clean install via TWRP, in MIUI you can change only recording file format fot voice recording, not call recording, so it is totaly different option, and it does not effect on recording calls
