Problem has been active for at least a year, I'm using beta releases. App called Smart-ID, it's national identification app and it won't pop up a notification to input my pin while using wi-fi. On LTE notification pops up almost immediately. It doesn't matter what WiFi I'm using.
Phone isn't rooted, just running beta.
It has all necessary permissions set and reset over again to allow it run in background and pop-up notifications. Also autostart and no restrictions on battery saver.
