I'll be brief and save your time
I'm currently using:
Google Nexus S
MIUI 2.7.6 IMM76L (English version)
My country uses three digit numbers to public services like police station and such.
They are 112, 114, 119, and when I dial them, it shows Chinese characters instead of English.
I'm not sure how it works for other countries, but 114 connects you to your carrier's customer service if called from cell phones in my country. It's not for phone directory service as MIUI says in the screenshot below.
119 and 112 are as MIUI says. 119 for fire station and 112 for police station
Having said all this, all I want is just to see English for those labels.
