The rules for global models also changed. Now you can do it through the Xiaomi community app and the waiting time is 72 hours. The only conditions to unlock bootloader is to have a Xiaomi account that is at least 30 days old and you can only unlock 3 devices a year. When you sign into the community app it tells you how old is your account. And there is an unlock bootloader option in the account page.
